Definitions
Means of transport: joint name for trains, trams, buses and ferries.
Västtrafik: Västtrafik AB including its subsidiaries, as well as county traffic operators in Västra Götaland County.
Traffic operators: Västtrafik and companies which provide public transport services for Västtrafik.
Traffic operator's area: an area used for service operation to which passengers have access and which has been identified by signs, fencing or similar markers.
Traffic official: a person whose tasks involve the organisation and safety of services.
1. The application of conditions of travel
1.1 These regulations, as well as fares and fare regulations, apply either individually or, in appropriate parts, as supplements to the conditions of travel of individual contracted traffic operators for all journeys with Västtrafik and with traffic operators appointed by Västtrafik.
2. General conditions of travel
2.1 Passengers travel against payment of the appropriate fare.
2.2 Passengers are themselves responsible for ensuring that they have a valid ticket prior to the start of the journey, or that such a ticket is purchased at the start of the journey.
2.3 When boarding a means of transport, when passing a manned access point, or whenever so prescribed in any other way, passengers must present a valid ticket on being requested to do so. At the request of a traffic official, passengers must present or hand over their tickets for inspection. Passengers must possess a valid ticket for the full duration of the journey.
2.4 Traffic officials have the right to remove passengers who have not paid the appropriate fare, or who cannot present a valid ticket from the means of transport. Traffic officials may also remove such passengers from areas to which the general public have access only when in possession of a valid ticket.
2.5 Passengers who are unable to present a valid ticket will be subject to a penalty surcharge.
2.6 Passengers may travel if space permits. Prams and wheelchairs or similar personal aids may be carried provided that there is sufficient space. Connection to other forms of transport cannot be guaranteed.
2.7 Services are operated in accordance with current timetables, unless there are interruptions due to weather conditions, strikes or other circumstances beyond the traffic operator's control.
3. Regulations governing order and safety
3.1 Over and above what is stated in this agreement, the provisions of the Order and Safety Act (trams and buses), the Railway Safety Act (trams and trains), the Maritime Act (ferries) and specially issued regulations and notices regulate the obligations of passengers in matters of order and safety.
3.2 Traffic officials may issue directions and orders to passengers and other persons with the aim of maintaining order and safety on transport services. If a passenger fails to follow the direction or order, he/she is obliged to remove themselves from the means of transport or the traffic operator's area when asked to do so by a traffic official.
Even if a passenger or other person regards a direction or order issued by a traffic official as incorrect, he or she must follow this direction or order. The passenger or other person has the right to report the action to the management of the traffic operator.
3.3 Access is prohibited to such parts of bus terminals and tramway track areas where fences, signs or similar equipment make it clear that the general public does not have right of access. Railway track areas are prohibited to the general public other than in places where signs, pedestrian lanes or other installations clearly indicate right of access for the general public.
3.4 The following are not permitted aboard means of transport or within a traffic operator's areas:
- touching manoeuvring and signalling equipment or similar.
- misusing alarm equipment, emergency opening equipment, rescue equipment and similar, or in any other way preventing the authorised operation of a service.
- carrying property of a hazardous nature or which may cause considerable nuisance or annoyance.
It is not permitted to:
- smoke or carry lit smoking implements aboard means of transport, in waiting areas or shelters.
- contaminate or litter means of transport or traffic operator areas.
3.5 Passengers may normally only board and alight at recognised stops. If it is necessary for passengers to board or alight in another location, the instructions of traffic officials must be carefully followed. Passengers may only board and alight when the means of transport is stationary. Means of transport operating on regular service routes will halt at stops for passengers to board or alight provided that:
- the passenger notifies the driver in good time of his/her intention to alight.
- a person is standing at a recognised stop and clearly indicates his/her intention to board.
In the latter case, the means of transport may pass the stop without halting for people to board:
- if the means of transport is full.
- when events occur which are beyond the control of Västtrafik or the traffic operator.
- when ordered to do so by traffic control.
- in the event that the person at the stop is intoxicated, carries property of a hazardous nature or acts in such a way that it can be assumed that the person may cause a disturbance or jeopardise traffic safety.
At the terminal station, passengers must alight at the alighting stop, if one has been arranged.
3.6 Persons are not permitted on board means of transport or within traffic operator areas unless they intend to travel. Cycling, roller-skating, skateboarding etc. are prohibited within traffic operator areas.
3.7 Children may, up to and including 30 June in the year in which they become 6 years of age, board means of transport on condition that they are supervised by and in the care of an appropriate person.
3.8 While travelling, it is not permitted to distract the driver or the person in charge of a ferry. Ticket purchases, queries to drivers etc. may only be made when the means of transport is stationary.
3.9 Passengers may not be carried aboard means of transport in numbers which may cause a hazard, or be located aboard the vehicle in a way which may cause a hazard. Aboard means of transport, passengers and luggage must not be located in a way which may impair the driver's view or ability to manoeuvre the vehicle. Passengers must utilise the space aboard the means of transport in the best possible way, and as far as possible make it easy for co-passengers to alight and board the means of transport.
3.10 Passengers are not permitted to extend an object or parts of their bodies outside the means of transport, or to throw objects from the means of transport.
3. Order and safety regulations - Luggage
3.11 Passengers may not carry property of a hazardous nature or which may cause serious inconvenience, including:
- explosive, flammable, corrosive, foul-smelling or radioactive substances.
- loaded weapons.
- sharp or protruding objects.
- bicycles, unless these are carried aboard ferries, or are folding bicycles, or are carried aboard trains and buses on which bicycles are permitted.
- marker pens, spay paint or similar, provided that the circumstances are such that there is reason to suspect that the object may be used to damage the property of the traffic operator.
3.12 Aboard trains, trams and buses, passengers may carry hand-luggage which can be transported below or next to seats, on luggage racks or in the lap without inconveniencing fellow passengers. Bulky luggage must be placed in a suitable location. For ferries, special rules apply to luggage with a gross weight over 30 kg.
3.13 Luggage must not be placed on seats. Nor may luggage be so placed that it obstructs passengers or blocks emergency exits. Aboard ferries, luggage must be located in designated areas, or in other locations specified by officers or members of the crew.
3.14 Unloaded weapons must be carried in cases.
3. Order and safety regulations - Prams
3.15 Prams must be placed in specified areas aboard means of transport. Prams must not be placed in such a way that they obstruct passengers or block emergency exits. Pram brakes must be engaged during journeys.
3. Order and safety regulations - Personal aids for the disabled
3.16 Passengers with wheelchairs or similar personal aids must travel in the company of a person who can lift or wheel the wheelchair on and off the vehicle. This only applies aboard vehicles which are not specially adapted to allow access by wheelchair and aid users. Traffic officials will decide in each individual case whether they will be able to assist in lifting wheelchairs or aids.
3.17 Passengers using wheelchairs must not travel seated in the wheelchair aboard trains, trams and buses without special fastenings for wheelchairs, unless this has been specially permitted aboard certain trains, trams and buses. Wheelchairs must not be placed in such a way that they obstruct passengers or block emergency exits.
3. Order and safety regulations - Animals
3.18 Passengers cannot take venomous animals or animals which may cause annoyance onto a means of transport. Animals with fur must travel at the rear of trams and buses and, in the event of multi-carriage trams, in the carriage furthest to the rear. Guide dogs and assistance dogs may travel at the front of trams and buses. Aboard ferries, animals must travel on the starboard (right) side of the saloon, or out on deck. Animals must not be placed on seats.
3.19 Passengers with dogs must keep their dogs on the lead. No more than one dog may travel aboard each train, tram or bus, unless otherwise permitted aboard certain trains, trams or buses. An individual passenger may, however, bring two dogs aboard. A ban on dogs may apply on certain trains, trams or buses.
3. Order and safety regulations - Responsibility
3.20 Passengers must look after their luggage, prams, animals and similar. The traffic operator is not responsible for any damage to or theft of luggage, or for any damage caused to the means of transport, fellow passengers or the luggage of fellow passengers by the luggage.
3.21 If the traffic operator becomes liable to pay compensation to a third party as a result of passenger negligence, the passenger will be liable to compensate the traffic operator for any damages which may arise.
3. Order and safety regulations - Other rules
3.22 Passengers are duty bound to hand over to a traffic official any objects left behind on the means of transport or within the traffic operator's areas, without claiming any form of reward from the traffic operator.
3.23 The consumption of hotdogs, kebabs, ice-creams etc. on trains, trams and buses is prohibited. The consumption of alcohol aboard trains, trams and buses, or within the traffic operator's areas, is prohibited. The ban does not apply to authorised serving of food/refreshments, nor if the traffic operator has given special permission for the consumption of food/refreshments.
3.24 Passengers are not permitted to wear ice skates, roller skates or similar aboard the means of transport. Passengers are not permitted to use skateboards aboard the means of transport.
3.25 The use of radio sets or similar aboard means of transport or within the traffic operator's areas is not permitted without the permission of the traffic operator. Radio sets or similar with ear phones may be used, provided that the sound level does not cause a nuisance to other passengers. Musical instruments may not be used aboard the means or transport or within the traffic operator's areas without permission from the traffic operator.
3.26 The sale of goods or services, or the collection of money, is not permitted aboard means of transport or within the traffic operator's areas without permission. Begging is not allowed aboard means of transport or within the traffic operator's areas. Written material must not be handed out aboard means of transport without permission. Posters, notices etc. must not be put up aboard means of transport or within the traffic operator's areas.
4. Regulations for ferry services
4.1 In addition to "General conditions for travel with Västtrafik", the shipping company's forwarding and freight terms apply to passengers and goods travelling by ferry.
4.2 Alcoholic beverages must not be consumed within the travel operator’s areas or aboard its ferries. This does not apply when consuming beverages which have been authorised to be served, nor if the traffic operator has given special permission for the consumption of food/beverages.
4.3 Passengers must not enter any part of the travel company's areas or aboard ferries where barriers, signs etc. make it clear that passengers do not have access.
4.4 It is not permitted to:
- smoke or carry lit smoking implements aboard ferries or in waiting areas or shelters within the traffic operator's areas
- contaminate or litter ferries or the traffic operator's areas.
4.5 Access to ferries or traffic operator areas may be refused to
- intoxicated persons
- anyone carrying property as per 3.11,
- anyone who acts in such a way that there is reason to believe that he/she may cause a disturbance or jeopardise traffic safety.
4.6 Intoxicated persons or persons causing a disturbance or jeopardising traffic safety must leave the ferry or the traffic operator's areas when requested by officers or crew members to do so. The same applies to anyone who fails to follow a direction or order issued by officers or members of the crew, provided that the infringement or failure is of material significance for the order or safety of the service.
